On Thursday, the former operations director of Democrat Representative Brad Schneider, Sterling Carter, pleaded guilty to theft of taxpayer funds.
24-year-old Carter of Glenwood, Georgia, admitted to submitting fraudulent paperwork that overstated the amount of money he earned while working as Director of Operations for Rep. Brad Schneider (D-Ill.).
While in his position, Carter was responsible for the office budget, and for processing payroll and bonus payments for all employees in the office, including himself.
According to court documents:
“Between November 2019 and January 21, 2021, in the District of Columbia, CARTER fraudulently filled out, signed, and submitted unauthorized [bonus pay forms] causing [the House of Representatives Office of Payroll and Benefits] to pay CARTER approximately $80,491.67 in unauthorized payments.”

A former Capitol Hill staffer who served under Rep. Brad Schneider (D-Ill.) has pled guilty for fraudulently stealing around $80,000 from the federal government.
The staffer, 24-year-old Sterling Carter, “pleaded guilty today to theft of public funds in connection with his scheme to fraudulently inflate his salary and bonus payments, thereby paying himself more than he was legitimately owed,” the Department of Justice (DOJ) said in a press release.
According to the DOJ, Carter was responsible for managing the payroll in Schneider’s office, and he used that position to give himself unauthorized payouts from public funds.
Carter faces up to 10 years in prison.
“Mr. Carter regrets getting himself involved in the circumstances which led to his guilty plea today,” Carter’s attorney, Robert Lee Jenkins Jr., told Law&Crime. “He certainly accepts responsibility for his conduct. By no means does he think it is reflective of the person that he is, and he’s hopeful to put this episode behind him and move on with his life.”
